Where to get expert mortar and pestle

I've got an in-progress game where I'm carrying around an Expert Mortar and Pestle, which I bought from an alchemist Solitude I think, but don't hold me to that.

I don't recall finding anything better than Novice as random loot, but that doesn't mean it isn't in a leveled list somewhere.
